Participation Tiers 

Tier 1 (Pre-Contracted Vessels)  

  • Must complete oil spill response training (HAZWOPER and spill drills)
  • Must be available for immediate deployment
  • Receive compensation for standby time and active response efforts

Tier 2 (Emergency Call-Up Vessels)  

  • No pre-training required
  • Activated as needed during larger spill events
  • Receive just-in-time training and compensation upon activation
