The San Diego Landfills will only accept non-hazardous special waste material for disposal. Acceptable wastes can include but are not limited to, contaminated soil, non-friable asbestos, grit, and screenings from wastewater treatment plants, drinking water sludge, industrial sludge, fly ash, food wastes, auto shredder fluff, foundry sand, filter cake, refractory brick, treated medical waste, construction/demolition debris and off-specification or outdated products. Before accepting any special wastes for disposal, Republic Services requires the generator to submit an appropriate waste profile form (special waste or express) and waste-specific analytical reports and/or Safety Data Sheet (SDS). Food and Yard Waste Program Services
*Residential customers are invoiced on a bimonthly basis. The new monthly rate now includes your black trash cart, blue recycling cart, and green organics cart in the same price. Rates are based on the size of your black trash cart.
We will no longer be servicing customer-owned carts. Single-family residential customers may request 1 additional green cart included in their monthly rate, at no additional cost, for a total of 2 green organics carts. If you would like to request this service, please call 619.421.9400. Any additional 3rd green cart will be charged an additional monthly rental rate. Previous rental rates for green carts have been omitted and will no longer show on your invoice.
Residential Customers with commingled service (one container for both food and yard waste): Do NOT line green carts with plastic bags, even those labeled as "compostable" or "biodegradable." Due to the inconsistency of manufacturing, we cannot guarantee bags are "compostable" and can interfere with the composting process. Consider wrapping your food scraps and yard waste with food-soiled paper products.
Commercial Customers with source-separated food waste-only service: You may place food waste loosely or in clear/transparent bags in your food-waste-only container. These clear bags assist our team in identifying and removing any potential contamination. NO black bags.
Kitchen caddy distribution
Kitchen caddies are available for FREE for residential customers. They are a convenient way to transfer food waste from the kitchen to your green cart. Attend one of the following distribution events to receive yours (first-come, first-served basis, one per household)!

Chula Vista, CA Trash & Recycling Tips & Information
Collection Guidelines & Reporting an Issue
Place all materials inside the proper carts. Ensure lids are closed to prevent littering and to protect the contents from weather and pests. Trash placed outside of your carts will be subject to an extra collection charge. If you have extra trash that does not fit in your trash cart, you may stop by our office (891 Energy Way) and buy special trash bags at a discounted price. Drivers will not service contents or bundles left outside of the carts or on the curb. For larger volumes of materials, consider using one of your free annual yard waste or landfill passes, or scheduling a bulky pickup for large items.
Residents:
- Face carts toward the street with wheels against the curb or gutter the night before or by 7 a.m. on your scheduled service day.
- Allow at least three feet between carts and six feet between carts and other objects (mailboxes, trees, basketball hoops, cars, etc.).
- Make sure lids are securely shut - materials should not extend beyond the container rim.
- Do not place hot ashes, dirt, rock, concrete, or hazardous items in your carts.
Apartments & Businesses:

Collection cart service customers, in good standing, are eligible for two landfill passes and two-yard waste passes per year for the Otay Landfill.
Customers can pick up their passes at 891 Energy Way, Chula Vista CA 91911. Office hours are Monday to Friday, 8:00 am – 5:00 pm, and Saturday from 8:00 am-12:00 noon. Customers may also request their passes to be mailed by calling 619-482-4024.
Note: the primary account holder must request the passes and a photo identification card is required.
Passes are not exchangeable and expire 90 days after the date issued. You do not have to pick up all four at the same time. Every calendar year you will be eligible for four more passes. If passes are not picked up, they do not carry over to the next year.

Each year, Chula Vista residents must recycle or properly dispose of their Christmas trees by placing them inside the correct container between December 26 through the second week of January for the following year.
Christmas Trees
IMPORTANT NOTE: Please ensure all tree portions are placed INSIDE the proper container. Drivers will not service trees left outside or next to the container.
How to prepare your tree for organics recycling or disposal:
- Remove all ornaments, tinsel, garland and plastic or metal stands
- Cut and section the tree so each portion is 4 feet or less
- Place INSIDE the correct container
- Flocked or plastic trees go in your black TRASH container
- Natural trees go in your green ORGANICS container*
Residents may choose to self-haul their natural tree, free of charge, by placing them inside rolloff containers located next to our Otay Landfill scale house: 1700 Maxwell Road, Chula Vista, CA 91911.
Residents may also choose to schedule a separate bulky pickup if the tree is not cut/sectioned into 4 feet or less portions. You may request this service by calling our customer resource center at (619) 421-9400 or
Multi-Family account customers:
Your multi-family complex will have a designated pickup day for Christmas tree disposal during the second week of January. Please have your trees out for collection before 6 a.m. on your scheduled pick-up day.
You may request a roll-off container for no additional charge if your complex has more than 150 units. To make a request, please call our customer resource center at (619) 421-9400 and provide the following information: service address, property name, account number (if available), phone number, container drop off location, and any special instructions for the driver.
To avoid illegal dumping and contamination all containers must be placed in an area where it can be monitored by complex staff. If there are items other than Christmas trees, it will be considered contaminated and charges will be applied for hauling and disposal.
*If you do not have a green container on-site, please place the trees in a separate location near the trash container, following the preparation guidelines mentioned above.
Holiday Lights
- Discarded Christmas lights can be toxic to the environment and should not be thrown away in your black trash container. Instead, dispose of them properly by taking them to the Household Hazardous Waste Facility.
Turkey and Cooking Oil
- No fats, oils or grease (FOG) down the drain – or in the organics carts or dumpsters!
- Single-Family Homes: Place your used cooking oil in a bottle or container with a watertight lid. Call Republic Services at 619.421.9400 two days before your regular collection day, then put your oil at the curb for pickup. You can also take your oil to the Household Hazardous Waste Facility.
- Apartments/Condos: Please bring your cooking oil to the Household Hazardous Waste Facility.

Food & Yard Waste Collection Program
Republic Services and the City of Chula Vista are proud to announce that the “Food and Yard Waste Recycling Program” officially started on July 1, 2022, for residents living in single-family homes and is currently being deployed for commercial and multi-family customers!
Commercial and Multi-family/HOA/Mobile Home Park deployment has begun! These customers are being phased in by zip code and will be receiving notification of when they will receive containers and when their service will begin.
Single-Family Residential customers:
Starting July 1, single-family residents began collecting their food waste scraps and food-soiled paper products along with their yard waste items in their Republic Services green carts. We will no longer be servicing customer-owned carts. Commercial and Multi-family/HOA/Mobile Home Park customers:
These customers are being phased in by zip code and will be receiving notification of when they will receive containers and when their service will begin. Once you receive your notification, you may request an in-person site visit by Republic Services and/or City of Chula Vista Sustainability staff. All organic food scraps collected within the city of Chula Vista franchise are being processed at our composting facility at the Otay Landfill. Otay Composting utilizes the GORE® Cover technology process to compost food scraps and green waste mixtures, with microbial-enzyme treatments for enhancing the biological conversion of waste. The system has been proven to provide a low-risk, cost-effective solution which can sustainably process a wide range of organic waste in the most varied climate conditions while controlling odor and emissions. The GORE® Cover system technology is the most widely distributed in-vessel composting system in the world, with over 150 facilities located in more than 20 countries, processing millions of tons of organic waste annually.
Republic Services provides free compost to Chula Vista residents at the Otay Landfill (4) times per year.

Who: Chula Vista residents (don't forget to bring proof of residency and your shovels, containers and tarps.
Acceptable
- Food waste: fruits, vegetables, pasta, grains, rice, beans, dairy, bones, eggshells, coffee grounds, and prepared food
- Yard waste: plants, leaves, branches, grass, weeds and untreated wood.
- Tree trimmings (twigs/branches must be 4 feet or less in length, and less than 6 inches in diameter)
- Food-soiled paper: napkins, paper-based tea bags, paper plates, paper bags, paper towels, coffee filters, newspaper, shredded paper, paper takeout containers and non-waxy parchment paper. NO wax coated-paper products.
Tips to keep your container clean:
- Line your container and wrap your scraps with food-soiled paper
- Put food scraps in a separate container and place them in the fridge or freezer until your next service day
- Use yard trimmings to cover food scraps in your organics cart
- Use shredded paper to absorb any moisture
Unacceptable
- Any items with a liquid-like consistency (e.g. ice cream, popsicles, sour cream, salsas, salad dressings, hot sauce, juice)
- Ash, concrete, dirt, rock, sand
- Chewing gum
- Diapers or pet waste
- FOG (fats, oils, and grease)
- Glass, metal or recyclables of any kind
- Hazardous waste
- Poison oak
- Plastic bags or plastic of any kind
- Produce stickers on fruit (these are trash and belong in your black bin)
- Large quantities of meat
- Seashells, clamshells, oyster shells
- Trash
- Treated or painted wood

Fats, oils, and grease (FOG) will not be accepted. You are still required to collect and dispose of it properly. Options for FOG disposal:
- Put FOG in a bottle/container with a watertight lid. Call Republic Services at (619) 421-9400 two days before your regular collection day. Then put your FOG at the curb.
- Take FOG to the Household Hazardous Waste Collection Facility located at 1800 Maxwell Road on Wednesdays and Saturdays from 9 am -1 pm.
Collecting food and yard waste should not be any more messy or smelly than putting those materials in your black trash container. The same materials are being collected – just in a different container. Food and yard waste must never be placed in any kind of plastic bag, including those labeled as compostable or biodegradable since they interfere with the composting process. Food-soiled paper products will be accepted into the program and can be used to wrap your food waste scraps.
Tips to keep your container and kitchen caddy clean:
- Line your caddy and wrap your scraps – use paper products such as newspaper, paper bags, or paper towels to line your kitchen caddy and wrap your food waste
- Freeze your scraps – put food scraps in a separate container and place it in the freezer or fridge. Transfer the container contents into your organics cart before your next service day
- Use yard trimmings to cover food scraps in your organics cart
- Wash your kitchen caddy often by hand or in the dishwasher
- Use shredded paper to absorb any moisture
The program’s new rates went into effect as of July 1, 2022, for single-family residents, per the Franchise Agreement between the City of Chula Vista and Republic Services. The contract between Republic Services and the City of Chula Vista provides for annual inflationary increases based on the Consumer Price Index (CPI). Small Quantity Generator (SQG) rate increases became effective on September 1, 2022, based on CPI percentage change.

If you would like to request a second organics green cart, please call 619.421.9400. Any additional third residential green organics cart will be charged an additional monthly rental rate. Previous rental rates for green carts have been omitted and will no longer show on your invoice.

To qualify for a waiver, your Commercial Business must meet one of the following criteria:
- Total Solid Waste* collection service is (2) two cubic yards or more per week and Organic Waste subject to collection in a Recycling Container or Organics Container comprises less than 20 gallons per week per applicable Container of the business’s total waste; or
- Total Solid Waste* collection service is less than (2) two cubic yards per week and Organic Waste subject to collection in a Recycling Container or Organics Container comprises less than 10 gallons per week per applicable Container of the business’s total waste; or
- The premises or property lacks adequate space for the collection containers required for compliance with the Organic Waste collection service, which shall include documentation from its licensed contractor, licensed architect, licensed engineer, or other individual or Entity authorized by the City.

Recycling Questions
Please make sure your recyclables are Empty. Clean. Dry.™ before placing them in your recycling container.
- Aluminum Cans, Trays, and Foils (trays and foils must be clean) - examples: soda cans, beer cans, pie trays, aluminum foil
- Steel Cans, Tins, and Aerosols (all must be empty) - examples: spray paint, hairspray, air freshener, deodorant spray, vegetable cans, soup cans, etc.
- Plastics #’s 1, 2, 3, 4, & 5 (all lids and labels may remain on the container)
- #1 PET - clear and green plastic resin such as soda, water, and flavored beverage bottles
- #2 HDPE - clear plastic and colored resin such as milk and juice jugs, dishwasher and laundry detergent, fabric softener, and bleach bottles
- #3 HDPE - colored plastic resin such as health and beauty aid products, medication bottles, household cleaners, and air fresheners
- #4 LDPE - grocery containers such as butter, margarine, cottage cheese, sour cream, chip and dip tubs, frozen desert cups, gallon ice cream containers, coffee cans, and coffee creamer containers
- #5 PP - grocery containers such as yogurt cups, narrow neck syrup, spices and seasoning containers, ketchup, mustard, and salad dressing containers
- Commingled Paper Fiber - if you can tear the paper it can go in. Examples: Newspapers, magazines, catalogs, telephone books, office, computer, and notebook paper, school papers, drawings, pictures, books, mail, junk mail, envelopes, wrapping paper, and paper bags.
- Cardboard and Chipboard - examples: cereal, cake, food mix, gift boxes, soda, and beer can carrying cases
- Glass, jars, and bottles
Please Remember:
- Plastic bags, film plastics, and wrappers are not accepted in our recycling program. Examples are grocery bags, bread, chips, newspaper, sandwich, and produce bags. Look for local outlets that will take back these items for free.
- Styrofoam/Polystyrene is not accepted.
- Place loose recyclables directly into your cart - do not bag recycling.
- ONLY shredded paper is accepted in a clear bag.
- Recycling should be Empty. Clean. Dry.™

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).

Achieving zero waste is not just a philosophy. It's a daily commitment to our customers and community. It's still important to find ways to reduce the amount of waste that is generated. The less we generate, the closer we are to zero waste, and the more we can help to expand the lifespan of Otay Landfill.
Reduce:
- Order items with minimal packaging.
- Print, copy and write on both sides of a sheet of paper when possible.
- Use dry-erase boards and overhead projectors for presentations instead of handing out copies.
- Make training manuals and company information available electronically, instead of in printed books and binders.
- Encourage your staff to use reusable coffee mugs, dishes, and utensils.
- Adopt an environmentally preferable purchasing policy.
Reuse:
- Use refillable toner cartridges for printers. Non-refillable cartridges contain between two and three pounds of plastic and metal.
- Send documents between offices and departments in reusable envelopes.
- Reuse corrugated boxes for shipping supplies between offices.
- Buy refillable pens and mechanical pencils. Pencils and the outer casings of pens can come in a variety of reclaimed materials, such as recycled newspaper, plastic, rubber, and even recycled dollar bills.
- Use the blank side of printouts as scratch paper or to take notes.
Donate:
- Donate unwanted office supplies to nonprofit organizations, charities, schools, or used materials exchanges.
- Give excess building materials and supplies from renovations to low-income housing developers or non-profits such as Habitat for Humanity.
- Donate cafeteria leftovers.
Special & Household Hazardous Waste
No, Republic Services does not collect or accept hazardous waste. Chula Vista residents can dispose of household toxins for free at the Household Hazardous Waste Collection Facility, located at 1800 Maxwell Road in Chula Vista.
The facility is open Wednesdays and Saturdays from 9 a.m. to 1 p.m. No appointment is necessary. Please bring a valid California Driver's License, Identification Card, or a recent utility bill for proof of residency. This facility will be closed the Saturday after Thanksgiving and Independence Day, Christmas Day, and New Year’s Day if observed on a Wednesday or Saturday.

The California Department of Transportation limits the transport of hazardous waste to 15 gallons or 125 pounds per vehicle. Please drive safely! Free home pick-up is available to disabled and/or elderly residents who do not have the ability to transport their household hazardous waste. Please call (619) 691-5122 to see if you qualify for free home pick-up of your household hazardous waste.
If you are bringing fuel (gasoline, diesel, etc.) to this facility, please note that the container you transport the fuel in cannot be returned to you.
Business-Generated HHW Waste
Qualifying businesses in Chula Vista can dispose of hazardous waste at no cost. Apartment/condo managers, non-profit/religious organizations may also qualify. Please call (619) 691-5161 for more information.
Chula Vista Single-Family Households
Chula Vista residents, who have single-family home trash and recycling service have the following options to recycle used motor oil and filters:
- Bring used motor oil and filters to a Certified Used Oil Collection Center. Used Oil Collection Centers also provide free drain pans. Visit www.wastefreesd.org or call 1-800-237-2583 for the nearest location. *Used Oil Collection Centers will not accept used oil that has been contaminated with water, antifreeze, gasoline, etc.
- Arrange for curbside collection by calling Republic Services at (619) 421-9400. Call at least 24 hours prior to your regular collection day.

Construction and demolition projects must divert their waste from landfill disposal in Chula Vista. The Mandatory Construction and Demolition Debris Recycling Ordinance (CVMC 8.25.095) requires that 100% of inert materials and a minimum of 65% of all other materials be recycled and/or reused. California's Mandatory Commercial Recycling and Organics Waste Recycling Law
In October 2014 Governor Brown signed AB 1826 Chesbro (Chapter 727, Statutes of 2014), requiring businesses to recycle their organic waste on and after April 1, 2016, depending on the amount of waste they generate per week. This law also requires that on and after January 1, 2016, local jurisdictions across the state implement an organic waste recycling program to divert organic waste generated by businesses, including multifamily residential dwellings that consist of five or more units (please note, however, that multifamily dwellings are not required to have a food waste diversion program). Organic waste means food waste, green waste, landscape, and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. This law phases in the mandatory recycling of commercial organics over time, while also offering an exemption process for rural counties. In particular, the minimum threshold of organic waste generation by businesses decreases over time, which means an increasingly greater proportion of the commercial sector will be required to comply.
SB 1383 is a statewide effort to reduce emissions of short-lived climate pollutants. Specifically, the law sets the following targets:
- Reduce statewide disposal of organic waste by 50% by January 1, 2020, and by 75% by January 1, 2025 (based on 2014 levels).
- Rescue at least 20% of currently disposed of edible food for human consumption by 2025.
CalRecycle is the state agency responsible for creating the regulatory standards for SB 1383. Effective January 1, 2022, CalRecycle’s regulations to meet statewide organics reduction and food recovery requirements take effect. Enforcement provisions, including penalties for non-compliance issued by the state, also take effect. Effective January 1, 2024, regulations may require local jurisdictions to impose penalties for non-compliance on regulated entities subject to their authority. Learn more about SB 1383
