Billing & Accounts
Residential Recycle, Compost & Garbage Services
The residential Recycle, Compost & Garbage programs for Daly City and Broadmoor residents are designed to make it as convenient as possible for residents to keep materials out of the landfill. The list of items accepted in the blue Recycle Cart and the green Compost Cart is very extensive, leaving very little for the gray Garbage Cart.
The three-cart system includes:
- Recycle (blue cart) – With single-stream recycling, you can place all of your recyclables together in one cart – no sorting needed!
- Compost (green cart) – Place food scraps and food-soiled paper products in with your yard trimmings in your green Compost Cart. Don’t forget to use your Kitchen Pail as a convenient way to collect your food scraps in your home. Once full, empty the contents of your Kitchen Pail into your Compost Cart. Do NOT set the Kitchen Pail out curbside for collection with your carts. You can use compostable bags (BPI approved only) to line your Kitchen Pail or Compost Cart. You can also use newspaper, paper bags, or towels to line your Kitchen Pail or Compost Cart.
- Garbage (gray cart) – There shouldn’t be much left to go in this cart if you recycle and compost all the things accepted in the program.

For those rare times that Republic Services does not pick up a customer's garbage, the primary reasons are:
- It was not left at the curb by 4 a.m. or our driver did not have access to your cans;
- The cans were too heavy, many times loaded with rock, dirt, or concrete (carts must not exceed 60 lbs in weight). We usually send the driver back the same or next day after we receive your call.
- Cart contains unacceptable materials (i.e hazardous materials, e-waste, etc)
- An Extra collection was not scheduled. Please contact 650-756-1130 to learn about fees and schedule extra collection.

If your collection day falls on or after the holiday, it will be delayed by one day. We observe the following holidays:

Residents are offered one On-Call Bulky Goods collection annually to get rid of unwanted items for reuse, recycling, or disposal. Your On-Call appointment must be scheduled two weeks in advance. Accepted items include:
- Garbage – Up to two cubic yards or the equivalent of 12 32-gallon-sized garbage bags of bagged, boxed, or bundled garbage, clothing, yard trimmings, and other items. Cannot weigh more than 60 pounds each.
- Bulky Item – Up to two large items not exceeding 200 pounds each or 3 feet by 6 feet, including appliances, mattresses, or electronics.
- Tree trunks or branches must not exceed 2 feet in diameter and 4 feet in length, and may not weigh more than 60 pounds.
- If you have large items such as furniture, refrigerators, freezers, sofa beds, etc. please indicate this when scheduling your appointment as Republic Services will need to send a special truck to accommodate this load.
- Please have items set out by 4:00 a.m. on your pre-scheduled day.
Once your On-Call Bulky Goods collection has been scheduled, Republic Services will mail you a confirmation of your cleanup collection day, including guidelines on set-out, accepted materials, and other options.

Additional Residential Services
Place household used batteries (no auto batteries) and cell phones in a clear zip-type plastic bag and place the bag on the lid of your blue Recycle Cart on your collection day. Tape button-type and Lithium Ion batteries (such as the batteries from cell phones and laptops) individually with clear tape; do not tape batteries together. DO NOT place batteries and cell phones inside the cart. You can also drop off your used household batteries and cell phones at our Republic Services offices (1680 Edgeworth Ave., Daly City). Proof of residency is required for drop off.
Place compact fluorescent lamps (CFLs) in a clear zip-type plastic bag and place the bag on the lid of your blue Recycle Cart on your collection day. You can also drop off CFLs and fluorescent tubes at our Republic Services offices (1680 Edgeworth Ave., Daly City). Residents are limited to dropping off up to 10 CFLs and five tubes per month. Proof of residency is required for drop off.

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).
Cut tree limbs, hedge trimmings, or other wood waste into sections less than 4 feet. Tie bundles 18 inches or less in diameter and set out in compact piles weighing 60 lbs. or less.
Please place trees with other yard waste on your scheduled service day. Remove all tinsel and garland before you place the Christmas/Holiday tree to the curb.
Flocked trees must be cut and placed in the trash.

California's Mandatory Commercial Recycling and Organics Waste Recycling Law
With the passage of (Chapter 476, Statutes of 2011 [Chesbro, AB 341]), California is one of the first states in the nation to enact a statewide program to reduce greenhouse gas emissions by diverting commercial solid waste from landfills. State mandatory recycling for businesses and Multi-Family began July 1, 2012 State law requires all businesses that generate 4 or more cubic yards of waste weekly to recycle. State law requires that apartment communities/multi-family housing with 5 or more units must recycle. Recycling helps conserve resources and extends the life of California's landfills. In October 2014 Governor Brown signed AB 1826 Chesbro (Chapter 727, Statutes of 2014), requiring businesses to recycle their organic waste on and after April 1, 2016, depending on the amount of waste they generate per week. This law also requires that on and after January 1, 2016, local jurisdictions across the state implement an organic waste recycling program to divert organic waste generated by businesses, including multifamily residential dwellings that consist of five or more units (please note, however, that multifamily dwellings are not required to have a food waste diversion program). Organic waste (also referred to as organics throughout this resource) means food waste, green waste, landscape, and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. This law phases in the mandatory recycling of commercial organics over time, while also offering an exemption process for rural counties. In particular, the minimum threshold of organic waste generation by businesses decreases over time, which means an increasingly greater proportion of the commercial sector will be required to comply.
