Organics Recycling (food waste & green waste) SB 1383
California Senate Bill 1383 is a statewide effort to reduce emissions of short-lived climate pollutants (SLCP) by reducing organic waste disposal reaching the State’s landfills to 50% by 2020 and 75% by 2025. Organic waste in landfills emits 20% of the state’s methane, a climate super pollutant 84 times* more potent than carbon dioxide. By the simple act of placing organic waste into an organics recycling cart instead of a trash cart, California residents are helping divert organic waste from the landfill and reducing these harmful emissions. All California residents and businesses are required to recycle organic waste beginning January 1, 2022. Please refer to the jurisdiction in which you live and work to determine when organic waste recycling begins in your community.
Participation by California residents and business owners is an essential component in meeting the new SB 1383 requirements, and Republic Services can help you comply.

Collection Guidelines & Reporting an Issue
Residents
- Face carts toward the street with wheels against the curb or gutter the night before or by 6:00 am on your scheduled service day.
- Allow at least 2 feet between carts and 5 feet between carts and other objects (mailboxes, trees, basketball hoops, cars, etc.)
- Make sure lids are securely shut--materials should not extend beyond the container rim. If the cart is too full for the lid to close properly, or the waste is compacted, an extra fee may be charged.
- There are several ways to handle extra waste. You may schedule an On-Call Clean-up or Bulk Item Pick-Up, or if you regularly have extra waste, consider upsizing your landfill cart.
- If containers are not set out on collection day, customers have the option to wait until the next week for pickup or to request a return trip pick-up.
- Return trip service is subject to an additional charge.
- Carts not placed out for collection are not eligible for credit.
- Do not place hot ashes, dirt, rock, concrete, or hazardous items in your carts.
Apartments & Businesses
Containers must be easily accessible – if containers are blocked (ex. by parked cars), we will not be able to service the container and you may need to pay an additional charge if you request a return trip pick-up.
Extra Waste
Containers filled above the rim, refilled or compacted containers, or additional waste beyond the service subscription level, are considered “extra” waste and are subject to an additional charge. Please call our customer service office at 707-747-0608 in advance to make arrangements for extra waste collection service.
Reasons waste may not be collected:

• Insufficient space to service cart/car blocking the cart

Non-recyclables contaminate recycling loads and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).

Fairfield residents can take HHW items to Republic Services to be disposed of FREE of charge.
Republic Services' HWW facility is open on the second and fourth Saturdays of January - October, and the first and third Saturdays in November and December.
The HWW facility is by appointment only. Proof of residency is also required. For more information and registration assistance, please call the HHW hotline at 707-437-8971.
Restrictions: No single container larger than five (5) gallons will be accepted. The maximum allowable quantity is 15 gallons or 125 lbs. per trip.
Acceptable items
- Paint - Oil and latex paints, stains, varnishes, solvents, thinners, and adhesives.
- Automotive items - motor oil, oil filters, antifreeze, batteries.
- Household cleaners and sprays - oven cleaners, drain cleaners, bleach, waxes, polishes.
- Garden items - pesticides, herbicides, fertilizers, ant trap poison, gopher bait.
- Other chemicals - pool chemicals, photographic chemicals, flammable liquids and gases, aerosol cans, roofing tar, roofing products
- Fluorescent tubes - tubes, bulbs and other mercury-containing lamps
- Batteries - AA, AAA, C and D cells and button batteries
- Mercury gauges - barometers, monometers, old thermostats
- Needles - must be placed in a clear rigid enclosed container with the lid taped closed to prevent spilling

Used motor oil and oil filters are picked up curbside free.
- A special container for the used motor oil is required for this service and will be provided upon request.
- Please drain the oil filters and place them in a sealable plastic bag - i.e. Ziploc bag and sealed it.
- Place jugs and bagged filters next to your recycling cart. Do not place it in the cart.
Call our Customer Service Department to request a jug and bags at 707.437.8900. No other containers will be accepted. Republic Services will replace the full jug with a clean one.
Maximum 3 gallons of oil per pick up.
Take antifreeze, batteries, motor oil, oil filters, latex paint, and cell phones to the BOPA Facility located at 2901 Industrial Court, Fairfield, CA.
The facility is open Monday through Friday from 8:00 am to 4:00 pm. (Closed daily for lunch from 11:45 am to 1:00 pm.)
No appointment is needed. Proof of residence is required. Closed on Saturdays and all major holidays.
State law bans CRTs (TVs, monitors), computers, keyboards, printers, fax machines, DVD players, VCRs, radios, and other electronic waste in curbside garbage.
Republic Services offers free drop-off of small appliances and small electronics. Proof of residence is required.
Electronic waste guidelines
- All batteries must be removed
- No more than five (5) items per person per week.
- Proof of residency is required
- Televisions cannot weigh more than 60 pounds.
- It is strictly the responsibility of the customer to unload and deliver electronic waste to our facility. Our employees will not be responsible for assisting any customer with material beyond their capability to move it.
- Handicapped/disabled persons with proper placards will be assisted upon request only.
- Republic Services reserves the right to reject any item for any reason.
Republic Services' e-waste collection facility is located at 2901 Industrial Ct. Fairfield, CA and is open from 8:00 am – 4:00 pm (closed 11:45 am – 1:00 pm Monday – Friday).
Closed on Saturdays and all major holidays.
Bulky waste pickup
Fairfield residents have two (2) free bulk waste pickups per year. Each pickup can include:
1. Up to three cubic yards of waste material, and
2. Two bulk waste items (sofa, mattresses, large appliances).
If you need more than 2 pickups within a year, the third bulky waste will have a fee. Call Customer Service at 707.437.8900 for more information or to schedule a pickup.
Guidelines for bulky waste clean up
- Place items at the curb by 5:00 am or the night before your cleanup day.
- All items must be stacked in one place.
- Cut and tie branches, pruning, or wood so bundles are 4 feet or less in length and less than 24 inches in diameter. Tree stumps cannot be collected. Bunches must weigh less than 50 pounds.
- Bag or tie items with rope, cord, or string strong enough to keep bundles intact or put in containers, including metal and plastic trash cans. All containers will be taken away.
- Place cleanup items in a single pile at a distance of 5 feet or more from your garbage container.
- No loose piles.
Unacceptable materials for bulky waste
- No single item may weigh more than 50 pounds or be longer than 4 feet. Bags cannot weigh more than 50 pounds.
- No large car parts (tires, transmission blocks, engines, etc.).
- No rocks, dirt or concrete and no tree stumps or large tree trunks.
- No hazardous waste including paint, car batteries, solvents, pesticides and cleaners. Hazardous waste must be disposed of separately.
- No electric waste
Fairfield residents can dispose of household batteries and car batteries at our BOPA facility located at 2901 Industrial Court, Fairfield, CA.
- The facility is open Monday to Friday from 8:00 am to 4:00 pm (closed for lunch from 11:45 am – 1:00 pm)
- The facility is closed on major holidays.
- There is a limit of five pounds of household batteries and two car batteries per week.
You can also drop off small quantities of household batteries at Fairfield City Hall and Fairfield libraries.
Fairfield residents can drop off CFLs and fluorescent tubes at the Hazardous Waste facility.
- The facility is open every second and fourth Saturday of the month from January to October and the first and third Saturdays of November and December.

No medical sharps are allowed in your garbage or recycling carts. Use a puncture-proof container (like a hard plastic bottle) and tape the lid to close securely. Drop off the container, when full, at the Household Hazardous Waste facility, free of charge.
Only cans with trace amounts of dry, hardened paint can be disposed of in your trash cart. It is illegal to dispose of liquid paint in your trash. Other paint can be dropped off at the HHW facility - see the FAQ "Does Republic Services pickup household hazardous waste?" above.
The California Green Building Standards Code (Cal Green) applies to all cities in California and mandates as of January 1, 2017, that all new building construction develop a waste management plan that includes the diversion of at least 65% of construction and demolition material from landfills, through recycling and or reuse.

Pour cooled cooking oil into a clear plastic container with a lid, like a plastic milk jug. Please don’t use containers larger than five gallons. Tape the lid to close it securely. Label contents.

California's Mandatory Commercial Recycling and Organics Waste Recycling Law
In October 2014 Governor Brown signed AB 1826 Chesbro (Chapter 727, Statutes of 2014), requiring businesses to recycle their organic waste on and after April 1, 2016, depending on the amount of waste they generate per week. This law also requires that on and after January 1, 2016, local jurisdictions across the state implement an organic waste recycling program to divert organic waste generated by businesses, including multifamily residential dwellings that consist of five or more units (please note, however, that multifamily dwellings are not required to have a food waste diversion program). Organic waste (also referred to as organics throughout this resource) means food waste, green waste, landscape, and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. This law phases in the mandatory recycling of commercial organics over time, while also offering an exemption process for rural counties. In particular, the minimum threshold of organic waste generation by businesses decreases over time, which means an increasingly greater proportion of the commercial sector will be required to comply.

Republic Services is the only hauler authorized to collect waste in Fairfield. Debris boxes, from 10 to 40 yards, are available on 3-day rentals for household remodeling, landscape projects, site clean-up or other projects.
