Collection Guidelines & Reporting an Issue
Residents
- Face carts toward the street with wheels against the curb or gutter the night before or by 6:00 on your scheduled service day.
- Allow at least two feet between carts and 5 feet between carts and other objects
- Make sure lids are securely shut--materials should not extend beyond the container rim.
- There are several ways to handle extra waste. You may schedule a Bulk Item Pick-Up, or if you regularly have extra waste, consider upsizing your landfill cart.
- If containers are not set out on collection day, customers have the option to wait until the next week for pickup or to request a return trip pick-up
- Return trip service is subject to an additional charge.
- Carts not placed out for collection are not eligible for credit.
- Do not place hot ashes, dirt, rock, concrete, or hazardous items in your carts.
Apartments & Businesses
Containers must be easily accessible – if containers are blocked (ex. by parked cars), we will not be able to service the container and you may need to pay an additional charge if you request a return trip pick-up.Extra Waste
Containers filled above the rim, refilled or compacted containers, or additional waste beyond the service subscription level, are considered “extra” waste and are subject to an additional charge. Please call customer service at 559-275-1551 to adjust your service level.

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).

• Wood that has been treated, coated or painted

The ONLY “compostable plastic” item we accept is BPI-Certified compostable bags.
- An even better alternative to line your food scrap pail would be to use a paper bag, newspaper, or paper towels.
- The compost facility is not able to accept other “compostable plastic” items (such as corn-based utensils, Green Strip cups, etc.) even if they are BPI-Certified, because these items do not break down fast enough or completely.
- Compostable plastics are also not recyclable. These items need to be thrown in the landfill.
Special & Household Hazardous Waste
Pursuant to the California Waste Management Act of 1989 (Public Resources Code §§ 40000 et seq.), the City of Fresno is required to prepare, adopt and implement source reduction and recycling plans to reach landfill diversion goals. Debris from construction, demolition, and renovation of buildings represents a particularly suitable portion of the volume of waste presently coming from the City of Fresno for recycling and reuse.
Prior to starting a Covered Project, an applicant, except when using an Authorized C&D Debris Collector, shall submit a complete Waste Management Plan to the Compliance Official. An applicant that chooses to utilize an Authorized C&D Debris Collector to haul, process and dispose of all C&D debris from a project shall be exempt from the Waste Management Plan requirements of Section 6.3.1.06 and the reporting requirements of Section 6.3.1.07 (CMC).

Paints and paint-related products contain hazardous chemicals and should never be poured down the drain or thrown in the garbage.

Republic offers simple and convenient
Medicine and prescription drugs are hazardous and must not go in the trash, or be flushed or poured down the drain.
Syringes/needles should be placed in a hard, opaque plastic bottle or metal puncture-resistant container (no larger than 1 gallon) with a screw-on cap. When full, tape the cap or lid onto the container with duct tape.

Compact Fluorescent Lights (CFLs) or Fluorescent Tubes contain mercury, which is a hazardous chemical. It is illegal to place these, compact fluorescent lamps/bulbs, tubes, or high intensity light bulbs into a landfill.
How to dispose of light bulbs depends on which type of light bulb(s) you have. Some light bulbs contain hazardous substances such as mercury, lead and arsenic, which are harmful to human health and the environment, even in small quantities. Light bulbs containing these substances should never be placed in any carts, bins or dumpsters.
Multi-Family Recycling Information
Recycling conserves natural resources, like trees and water, saves energy. Composting food scraps helps return valuable nutrients to the soil and reduces the amount of organic material ending up in landfills. Both are important in helping Union City meet county and state-mandated goals for reducing waste disposed in local landfills.
Cardboard should be flattened before being placed in the recycling cart/bin.

Composting for Business
Close nature's loop by composting your food scraps. Rather than going to the landfill, food scraps can be processed into compost, which enriches soil naturally.

State Law Requires More Businesses to Compost, January 2019
Under State of California laws AB 341 and AB 1826, certain businesses and institutions are required to recycle and compost. As of January 1, 2019, the State requires more sites to have organics collection service; businesses and multi-family properties that generate 2 or more cubic yards of recycling and organics combined per week must have organics collection service.
Materials that must be composted include food waste, green waste, landscape and pruning waste, non-hazardous wood waste, and food-soiled paper.
AB 341 has required recycling at many businesses since July 1, 2012. Materials that must be recycled include bottles, cans, paper, and cardboard.
Additionally, the City of Fresno municipal code, SEC. 6-206 - MANDATORY SERVICE, requires ALL business to have recycling service.

Dumpsters
- Debris boxes, from 6 to 40 yards, are available for household remodeling, landscape projects, site clean-up, construction & demolition, and other projects.
- Rates for roll-offs vary depending upon box size and filled weight.

- Monitors and white goods (appliances) containing chlorofluorocarbons (CFCs)
In June of 2005, the Fresno City Council adopted an ordinance to make recycling mandatory and encourage the diversion of recyclable material from landfill disposal in order to comply with AB 939.
The recycling of construction and demolition (C&D) materials is required for any City-issued building, relocation, or demolition permit that generates at least 8 cubic yards of material by volume.
Permit holders are required to hire a private collector or solid waste hauler except when there is private collection by any person or company that transports waste and/or recyclables through use of its own transportation, such as a truck and/or trailer, without compensation for such transportation. (FMC Section 9-408(c)(1)).
Exemptions may be requested in writing to the Solid Waste Management Division at least 14 days prior to application for a City building permit but will only be given for sites that will generate less than 8 cubic yards of waste.
