Billing & Accounts
Residential Recycle, Compost & Garbage Services
The residential Recycle, Compost & Garbage programs for Half Moon Bay residents are designed to make it as convenient as possible for residents to keep materials out of the landfill. The list of items accepted in the blue Recycle Cart and the green Compost Cart is very extensive, leaving very little for the gray Garbage Cart.
The three-cart system includes:
- Recycle (blue cart) – With single-stream recycling, you can place all of your recyclables together in one cart – no sorting needed! Please make sure that all your recycling is empty, clean, and dry!
- Compost (green cart) – Place food scraps and food-soiled paper products in with your yard trimmings in your green Compost Cart. Don’t forget to use your Kitchen Pail as a convenient way to collect your food scraps in your home. Once full, empty the contents of your Kitchen Pail into your Compost Cart. Do NOT set the Kitchen Pail out curbside for collection with your carts. You can use compostable bags (BPI approved only) to line your Kitchen Pail or Compost Cart. You can also use newspaper, paper bags, or towels to line your Kitchen Pail or Compost Cart.
- Garbage (gray cart) – For those things that you can’t recycle or place in your Compost container, such as chip and snack bags, food waste, and pet waste. There shouldn’t be much left to go in this cart if you recycle and compost all the things accepted in the program.
Empty. Remove any remaining food or liquid contents from your recyclable item before placing it in a recycling container;
Clean. Lightly rinse the recyclable item to remove any remaining residue; and
Dry. Gently shake out excess water or let the recyclable item air dry before placing it in a recycling container.
With single-stream recycling, you can place all of your recyclables together in one container – no sorting needed! Remember to:
- Flatten cardboard and boxes
- Place shredded paper inside a clear plastic bag

For those rare times that Republic Services does not pick up a customer's garbage, the primary reasons are:
- It was not left at the curb by 4 a.m. or our driver did not have access to your cans;
- The cans were too heavy, many times loaded with rock, dirt, or concrete (carts must not exceed 60 lbs in weight). We usually send the driver back the same or next day after we receive your call.
- Cart contains unacceptable materials (i.e hazardous materials, e-waste, etc)
- An Extra collection was not scheduled. Please contact 650-592-2411 to learn about fees and schedule extra collection.

Let Republic Services accommodate your demanding schedule by coming to your home to collect your throw-away items. Each resident is offered up to two FREE clean-ups per year, just call us at 650-592-2411 at least two weeks in advance to schedule. Clean-ups take place on your normal collection day.
Clean-up Limits
Residents are allowed a maximum of 3-cubic yards of material, which is equivalent to 18, 32-gallon bags of material. In addition, residents can set out two large items (i.e., computer, television, washing machine, dryer, refrigerator, freezer. Refrigerator door must be removed), as long as the item does not exceed 200 pounds.
Guidelines for Your On-Call Clean-up
Clean-up material must be placed at the curb by 6:00 a.m. on your scheduled pickup day.
- All trash must be bagged, boxed, bundled (bundles should be 4 feet or less) or otherwise contained. There is a 60-pound weight limit per container, box, bundle or bag.
- Keep yard trimmings and clean wood waste separate from clean-up material, as it can be recycled. Yard trimmings and wood must also be boxed, bundled or otherwise contained. There is 60-pound weight limit per container, box, bundle or bag.
- Prohibited materials include: motor vehicles, vehicle parts and batteries, tires, motorcycles, dirt, rock, stucco, concrete, hot ashes, animal waste, poison oak, commercial refrigerators, toxic substances and paint.
- Keep mixed paper, cardboard, bottles and cans separate for recycling.
We encourage you to call a local charity to donate unwanted items that can be reused.

Additional Residential Services
Place used household batteries (no auto batteries) and cell phones in a clear zip-type plastic bag and place the bag on the lid of your blue Recycle container on your collection day. Tape button-type batteries (such as those in hearing aids or fitness trackers) individually with clear tape; do not tape batteries together. DO NOT place batteries and cell phones inside the container. You can also drop off your used household batteries and cell phones at our Republic Services offices (1680 Edgeworth Ave., Daly City, CA 94015). Proof of residency is required for drop off.

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).

Please place trees with other yard waste on your scheduled service day. Remove all tinsel and garland before you place the Christmas/Holiday tree to the curb.
Flocked trees must be cut and placed in the trash.

Multi-Family/Apartment Complex On-call Clean-ups
Residents are allowed to set out a maximum of 1-cubic yard of material, which is equivalent to six, 32-gallon bags of material. In addition, residents can set out one large item (i.e., computer, television, washing machine, or dryer), as long as the item does not exceed 200 pounds.
- Apartment complex owners and managers must call us at 650-592-2411 to schedule clean-up service for the complex.
- Refrigerators, air conditioners, televisions, and computer monitors can be picked up for a fee.
- No single large item should weigh more than 200 pounds.
- Customers are subject to additional charges for exceeding the limits.
California's Mandatory Commercial Recycling and Organics Waste Recycling Law
With the passage of (Chapter 476, Statutes of 2011 [Chesbro, AB 341]), California is one of the first states in the nation to enact a statewide program to reduce greenhouse gas emissions by diverting commercial solid waste from landfills. State mandatory recycling for businesses and Multi-Family began July 1, 2012 State law requires all businesses that generate 4 or more cubic yards of waste weekly to recycle. State law requires that apartment communities/multi-family housing with 5 or more units must recycle. Recycling helps conserve resources and extends the life of California's landfills. In October 2014 Governor Brown signed AB 1826 Chesbro (Chapter 727, Statutes of 2014), requiring businesses to recycle their organic waste on and after April 1, 2016, depending on the amount of waste they generate per week. This law also requires that on and after January 1, 2016, local jurisdictions across the state implement an organic waste recycling program to divert organic waste generated by businesses, including multifamily residential dwellings that consist of five or more units (please note, however, that multifamily dwellings are not required to have a food waste diversion program). Organic waste (also referred to as organics throughout this resource) means food waste, green waste, landscape, and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste. This law phases in the mandatory recycling of commercial organics over time, while also offering an exemption process for rural counties. In particular, the minimum threshold of organic waste generation by businesses decreases over time, which means an increasingly greater proportion of the commercial sector will be required to comply.
