Collection Guidelines & Reporting an Issue
Residents
- Face carts toward the street with wheels against the curb or gutter the night before or by 6:00 am on your scheduled service day.
- Allow at least two feet between carts and 5 feet between carts and other objects
- Make sure lids are securely shut--materials should not extend beyond the container rim.
- There are several ways to handle extra waste. You may schedule a Bulk Item Pick-Up, or if you regularly have extra waste, consider upsizing your landfill cart.
- If containers are not set out on collection day, customers have the option to wait until the next week for pickup or to request a return trip pick-up
- Return trip service is subject to an additional charge.
- Carts not placed out for collection are not eligible for credit.
- Do not place hot ashes, dirt, rock, concrete or hazardous items in your carts.
Apartments & Businesses
Containers must be easily accessible – if containers are blocked (ex. by parked cars), we will not be able to service the container and you may need to pay an additional charge if you request a return trip pick-up.Extra Waste
Containers filled above the rim, refilled or compacted containers, or additional waste beyond the service subscription level, are considered “extra” waste. Please call customer service at 800-299-4898 to adjust your service level by adding additional carts or increasing your service frequency.
Once per year during five consecutive Saturdays in the Spring/Summer, Republic Services offers a Curbside Cleanup event to discard bulk items and excess waste (unlimited number of items). Construction & demolition debris is limited to two 70-pound bags, containers or bundles. Any C&D debris or other items not collected shall be tagged with a Non-collection Notice explaining the reason for non-collection. The following will NOT be collected:
- Freon containing appliances
Household hazardous waste (electronic items, motor oil, etc.)
Please have items out by 6:00 A.M. in street/gutter area.
Republic Services provides temporary vacation holds at no cost to residents for up to 4 weeks annually.
EmailA Garbage Disposal District (District) is an area within unincorporated Los Angeles County where trash, recycling, green waste collection, and other services are provided to residents by a private waste hauler who contracts with the County.

All property owners in the District are enrolled for services and assessed a fee on their annual property tax bill. Please note that the District does not provide service fee reimbursements to property owners who choose to receive services from a different waste hauler.

The service level and the amount charged are based on the land use codes assigned to the property by the Los Angeles County Office of the Assessor. For example, a single family is assessed one refuse unit at the rate of $16.00 per month (or $192 per year). The use codes are available on the Assessor's website at http://portal.assessor.lacounty.gov. You may also contact Public Works for assistance.

Additional services, beyond those allotted to the property based on the land use code are available upon request by contacting Consolidated Disposal Service. These services will be billed by and payable directly to Consolidated Disposal Service.

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).

Twice per year (Spring & Fall), Republic Services will offer a free Mulch & Compost Giveaway event to residents in the LAGDD areas of Athens, Firestone, and Walnut Park. These events will be hosted on a first come first served basis - as quantities will be limited. Please bring your own containers or buckets. Bags are not provided.
This event highlights the success of the County’s yard waste collection program and allows us the opportunity to “close the recycling loop” by giving back to the community.
CHRISTMAS TREE RECYCLING TIPS
Trees will be collected curbside during the three weeks after December 25 on your regularly scheduled collection day.
Prepare Your Christmas Tree for Recycling by Following these Guidelines:
- Remove tree stand, ornaments, tinsel
- Do NOT place tree in a plastic bag
- Place tree at the curb by 7 a.m. on your trash collection day
- Place the tree alongside your containers, not in front of your containers
- Trees set out after this three-week period will be collected as Green Waste and must be limited to 4-foot lengths.
- Flocked trees are NOT recyclable and must be treated as trash.
- Please call Customer Service at 800-299-4898 to arrange for a special bulky item pickup for flocked trees.
Special & Household Hazardous Waste
Visit
You can also place old electronics such as televisions, stereos, appliances, etc. at your curb and Republic will collect them as part of your weekly bulky-item collections on your designated service day.
Construction and demolition debris will be collected from your curbside as part of the weekly bulky-item collection service on your designated service day. However, you are limited to two 70-pound bags or bundles of the materials. If you have a larger amount to dispose of, please contact Republic Services to order a temporary bin for your project.
Prior to starting a Covered Project, an applicant, except when using an Authorized C&D Debris Collector, shall submit a complete Waste Management Plan to the Compliance Official. An applicant that chooses to utilize an Authorized C&D Debris Collector to haul, process and dispose of all C&D debris from a project shall be exempt from the Waste Management Plan requirements of Section 6.3.1.06 and the reporting requirements of Section 6.3.1.07 (CMC).

How to dispose of light bulbs depends on which type of light bulb(s) you have. Some light bulbs contain hazardous substances such as mercury, lead and arsenic, which are harmful to human health and the environment, even in small quantities. Light bulbs containing these substances should never be placed in any carts, bins or dumpsters. Visit
Republic Services will collect up to 10 bulky items from your curbside each week on your normally scheduled service day. Although it is not required, please contact us up to 48-hours in advance to schedule your pick-up and ensure none of your items are missed. Bulky items are considered large household items and electronics such as furniture, refrigerators, mattresses, water heaters, televisions, computers and not more than 2 containers of construction and demolition debris generated on-site. Each container shall not exceed 70 pounds in weight.

Should you need an additional pick-up in a given week outside of your normal service day, you may contact us for an additional on-call pick-up of bulky items or excess green waste.
Multi-Family Recycling Information
Recycling conserves natural resources, like trees and water, saves energy. Composting food scraps helps return valuable nutrients to the soil and reduces the amount of organic material ending up in landfills. Both are important in helping Union City meet county and state-mandated goals for reducing waste disposed in local landfills.
Commercial Businesses and Multi Family Units:
The County assigns refuse units to commercial and multi-family parcels based on the type of use (apartments, market/store, gas station, etc.).
Examples:
Three Refuse Units (gas station, theatre) = 6.5 total cubic yards of trash can be collected per month in a metal bin, which in this example means a 1.5 cubic yd. bin serviced once each week every month. Additional frequency and bin capacity is an extra charge to be negotiated with Consolidated Disposal Service (CDS). Five Refuse Units (hospital, bowling alley) = 11 total cubic yards of trash can be collected per month in a metal bin, which in this example means a 2.5 cubic yard bin serviced once each week every month. Additional frequency and bin capacity is an extra charge.
Alternatively, if you use plastic 96-gallon carts and not metal bins, you are entitled to three (3) 96- gallon trash carts without charge for 3 units, five carts for 5 units, etc., all serviced once per week. However, for additional carts there will be a one-time fee per cart, but no further charge for trash collection from these extra carts. You are not required to use CDS for your trash and recyclables service, but another service provider will charge you, and the County will still collect the minimum service fee on the tax bill. The County notified all GDD customers by letter on May 30, 2007 that it would no longer offer service charge refunds to property owners who receive services from a different hauler beginning on July 1, 2007. If CDS is not your trash/recyclables services provider, you could be paying additional unnecessary charges on your tax bill that will not be refunded to you.

State Law Requires More Businesses to Compost, January 2019
Under State of California laws AB 341 and AB 1826, certain businesses and institutions are required to recycle and compost. As of January 1, 2019, the State requires more sites to have organics collection service; businesses and multi-family properties that generate 4 or more cubic yards of solid waste per week must have organics collection service.
Materials that must be composted include food waste, green waste, landscape and pruning waste, non-hazardous wood waste, and food-soiled paper.
AB 341 has required recycling at many businesses since July 1, 2012. Materials that must be recycled include bottles, cans, paper, and cardboard.

Organic Waste Collection Program
California municipalities and Republic Services are implementing a residential and commercial organic waste recycling program to comply with the State law. The materials will be processed into a compost product and used to improve the soil.
Organic waste includes:
- Food scraps include solid, semisolid, and liquid food, such as fruit, vegetables, cheese, meats, bones, poultry, seafood, bread, rice, and pasta.
- Food soiled paper that is an uncoated paper, soiled with liquid or solid food waste, and typically includes products such as napkins, paper towels, tissues, paper plates, paper cups, fast food wrappers, used pizza boxes, and other similar paper or compostable packaging.
- Green waste includes grass clippings, leaves, flowers, shrub prunings, weeds, and nonhazardous wood such as tree branches and untreated and non-pressure treated lumber.

- Concrete
- Dirt
- Dog poop, manure, or pet waste from any animal
- Diapers
- Fats, oils, and grease
- Food
- Garbage
- Glass, Metal, Plastic
- Hot ashes or briquettes

Residential organics collection for food and green waste begin on January 1, 2022. It will be mandatory by state law to recycle organic waste.
- Residents will simply add their acceptable food waste and food-soiled paper to their existing green container.
- Residents will receive an in-home kitchen pail to store their food waste and help transport it outside to their green cart.
- Residents are supposed to keep their kitchen pails and use them as they wish. This is provided at no additional charge.
- Republic Services will add a bilingual graphic-based label to all 3 commodity-type carts indicating what items/materials are acceptable/unacceptable in each cart.
- Republic Services will also provide no charge cart washing beginning in 2022.
- Republic Services will collect the commingled organic material from the green cart.
- Residents will receive an in-home kitchen pail to store their food waste and help transport it outside to their green cart.
Commercial dumpster customers will have the option for either a source-separated food waste or a green waste container. These services also begin on Jan. 1, 2022.
Decomposing food scraps create methane in landfills which are responsible for 21% of California’s total methane emissions. State regulation (SB 1383, 2016) mandates the reduction of methane emissions from landfills and requires municipalities to implement programs to reduce the amount of organic material disposed of in landfills by 75% by 2025. The goal of these programs is to reduce the amount of organic materials sent to our landfills to minimize greenhouse gas emissions.
California's Mandatory Commercial Recycling and Organics Waste Recycling Law
SB 1383 is a statewide effort to reduce emissions of short-lived climate pollutants. Specifically, the law sets the following targets:
- Reduce statewide disposal of organic waste by 50% by January 1, 2020, and by 75% by January 1, 2025 (based on 2014 levels).
- Rescue at least 20% of currently disposed of edible food for human consumption by 2025.
CalRecycle is the state agency responsible for creating the regulatory standards for SB 1383. Effective January 1, 2022, CalRecycle’s regulations to meet statewide organics reduction and food recovery requirements take effect. Enforcement provisions, including penalties for non-compliance issued by the state, also take effect. Effective January 1, 2024, regulations may require local jurisdictions to impose penalties for non-compliance on regulated entities subject to their authority. Learn more about SB 1383

Pursuant to the California Waste Management Act of 1989 (Public Resources Code §§ 40000 et seq.), the County is required to prepare, adopt and implement source reduction and recycling plans to reach landfill diversion goals. Debris from construction, demolition, and renovation of buildings represents a particularly suitable portion of the volume of waste presently coming from the County for recycling and reuse.
Prior to starting a Covered Project, an applicant, except when using an Authorized C&D Debris Collector, shall submit a complete Waste Management Plan to the Compliance Official. An applicant that chooses to utilize an Authorized C&D Debris Collector to haul, process and dispose of all C&D debris from a project shall be exempt from the Waste Management Plan requirements of Section 6.3.1.06 and the reporting requirements of Section 6.3.1.07 (CMC).
