Collection Guidelines & Reporting an Issue
Residential trash rates in Star are determined by trash cart size. Three cart sizes are available 48-gallon (limited), 65-gallon (limited), 95-gallon (unlimited).
Cart placement, weight limits, and other cart-specific information can be found on page 13 of the Star compost/recycling/trash guide found under the "How can we help?" section near the top of this site.
- Trash and recycling must be set out by 7 am with the lids closed.
- All trash must be placed in the 48-65-gallon carts with limited service.
- Unlimited service customers with 95-gallon trash carts must fill the cart before placing additional waste in 32-gallon trash cans. Extra trash carts are available for a small monthly fee.
- Plastic bags or bags of trash are not accepted unless placed inside your cart or a trash can.
- Yard waste must go in the trash cart or compost cart (if participating in this program).
- Cart lids must be closed with trash contained inside the cart.
- Do not pack the trash in the carts so it becomes stuck and will not fall out.
- Do not place hot ashes into the cart or set cart near sources of heat (furnace, fireplace, grill).
- Needles, lancets, and other sharps must be placed inside a sealed, rigid plastic or metal container if disposed of in your trash cart.
- Tied bundles of carpet are accepted with unlimited 95-gallon service.
- Carpet rolls must be 4' or smaller, weighing 30 pounds or less.
- A maximum of 4 rolls per week are accepted.
- Tree limbs, shrubs, or other wood waste must be tied in bundles up to 4 feet in length, 30 pounds or less, and 18 inches in diameter or smaller.
- Do not put liquids, tires, or household hazardous waste in your cart (see Special and HHW waste FAQs, and pages 10-11 of the service guide found under the "How can we help" section on this site.
- Carts should be left at the home if you move.

New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day
During holiday weeks, if your normal collection day falls on or after the holiday, your collection will be delayed by one day. Holidays falling on the weekend will not delay collection.
Customers who qualify under the American with Disabilities Act (ADA) may receive free carry-out service. Other customers may sign up for carry-out service for an extra monthly charge.
Carts must be visible and accessible to the driver from the street. Common carry-out locations include next to the yard gate, garage door, or the side of the house.
Republic Services will retrieve, empty, and return the carts for carry-out service customers. Carts cannot be inside structures, behind fences, or in areas where animals are present. Customers requesting this service must sign a carry-out agreement.

Recycling Questions
Recycling is included with basic residential solid waste service. Every household is provided a blue recycling cart for every other week collection.
Residents may choose the recycling cart that best meets their needs. Carts are available in 48-gallon, 65-gallon, and 95-gallon sizes.

Non-recyclables contaminate recycling loads, and need to be removed during the sorting process. Some items may also contaminate clean recyclable items (ex. pasta sauce jar with sauce still in it, can soak into clean office paper which is then no longer recyclable either).
If our drivers notice a lot of contamination in your recycle cart or bin, we may not be able to service it as recycling and may tag it to have it serviced as trash (in which case you may be charged).
Acceptable compostable materials:
Leaves, branches, shrub trimmings, garden debris, grass, pine cones and needles, fruit and vegetable trimmings, coffee grounds/filters, tea leaves/bags, and eggshells.
Materials that cannot be composted:
Compostable bags/plates/bowls/utensils, plastic bags, pet waste, dairy, bread/grain/pasta, fats/oils/grease, meat/fish/bones, rocks or dirt.
Compost collection occurs weekly, year-round, on the same day as your trash.
Fill the compost cart first. Overflow of up to 10 paper leaf/yard waste bags per week will be accepted.
Additional compost carts are available for a small monthly fee.
Place kitchen scraps in a paper bag to contain potential liquids. A layer of clean cardboard (no tape or packaging material) or a paper bag on the bottom of your cart will prevent organic material from sticking and will make cart cleaning easier.
Place leaves in your cart throughout the year as they fall - no need to wait until November.
Star residents may recycle their fall leaves behind City Hall in the leaf recycling container from October 15 - December 15 each year, or curbside each November.
Star residents may recycle their trees behind City Hall in the tree recycling container between Christmas and New Year's.
- Cut trees and branches into 4ft. pieces or shorter and place them next to your compost cart if participating in the compost program.
- Trees must be stripped of all lights, ornaments, tinsel, and stands.
- Flocked trees will not be recycled.
Business & Industrial Services
Republic Services offers customizable commercial recycling programs to businesses, non-profit organizations, churches, schools, and multi-family complexes (apartments, condominiums) in all the municipalities we serve. Republic Services will meet with interested commercial businesses and organizations to perform a free waste consultation and to develop a specific recycling program. Here are just a few of the things that we will help you consider and implement:
- Space: We work with you to identify a practical location where recyclables can be collected.
- Access: We help you find the appropriate place outside the building where Republic Services collection trucks can easily pick up the bins, carts, or dumpsters.
- Materials: We will assess the types of materials and the quantities that you would like to recycle.
- Commitment: We help educate and engage company management, facility staff, and employees to create a successful recycling program.
Service Options:
Republic Services offers the following collection options to meet your organization's specific recycling needs.
Wheeled Carts (95 gallons)
Business recycling is simple! Similar to residential recycling, cardboard, mixed paper, newspaper and magazines, tin cans, aluminum cans, and rigid plastics labeled #1 or #2 can all be recycled in a single recycling cart. Wheeled carts are a great option for businesses that do not generate a lot of waste. Businesses can have up to five carts, depending on their recycling needs. Recycling carts are collected once a week.
Green Dumpsters (3, 6, and 8 cubic yards)
These containers are best suited for larger companies who want to recycle mixed paper, corrugated cardboard, aluminum, tin, and plastic.
Roll-Off Boxes (20, 30, or 40 cubic yards)
These containers are best suited for construction and demolition sites. Since about one-third of the waste destined for landfills comes from construction and demolition debris, cities are increasingly looking to contractors to take a proactive role in diverting waste from landfills. Republic Services can tailor a job-site recycling program to fit your needs. For the purpose of recycling, Republic Services requires single commodities to be assigned to specific containers. Also since Republic Services records all transactions involving a project, paperwork and compliance are effortless on the part of either the developer or the contractor. - Newspapers, magazines, and catalogs.
- Aluminum and steel (tin) cans: Empty, Clean, and Dry (labels okay).
- Mixed Paper: white or pastel paper (No neon-colored paper), paperboard (i.e. dry and frozen food boxes) with liners removed, phone books, envelopes, computer paper, paper bags.
- Plastics: #1 and #2 rigid plastics; Discard caps from bottles; No filmy plastic, grocery bags, vinyl, or Styrofoam.
- Corrugated cardboard: Flatten and cut boxes to 4' x 4' or smaller segments.

- Food-contaminated containers as well as milk or juice cartons
- Pizza boxes and foil-lined items like cookie and chip bags

Special & Household Hazardous Waste
Do not throw hazardous waste in with your garbage. See page 10 of the Star compost/recycling/trash guide found under the "How can we help?" section near the top of this site.
The Household Hazardous Waste (HHW) collection program consists of mobile collection sites and a permanent collection facility at the Ada County Landfill. The facility is open Fridays and Saturdays from 8:30 a.m. to 5:30 p.m. Call 208-577-4736 for details.

Acceptable materials
Acceptable materials include solvents, pesticides/herbicides, paint/stain/varnish, batteries, automotive products (including gasoline and oil), yard/garden products, fluorescent light tubes, and much more. Call 208-384-3901 for details.
Prohibited materials
Explosives, ammunition, radioactive items, and biomedical waste (i.e. sharps) are not accepted. Call 208-384-3901 or 208-577-4736 for information.
Republic Services will collect up to 2 gallons of used motor oil per household per week.
- Do not mix with other fluids, such as brake or transmission fluid, or gasoline.
- Use non-returnable transparent, plastic jugs.
- Set containers next to (not inside) recycling cart.
- Label container "USED MOTOR OIL."
- Used motor oil containers will be collected by the driver.

- Purchase a sharps container or use a hard plastic (e.g. - laundry detergent) or metal (e.g. coffee can) container.
- Using a permanent marketer, label container "USED HOUSEHOLD SHARPS: DO NOT RECYCLE."
- Please sharps point-first into the container.
- Keep the lid on at all times to prevent spills and decrease needle stick hazards.
- Fill the container as much as possible with sharps and then fill it with sand or kitty litter. You must be able to close the container lid.
- When full, cap container with lid and secure with duct tape.
- Place in the trash can.
Do NOT:
- Put loose sharps in the trash.
- Flush used needles or medicines down the toilet.
- Place sharps in recycling bins.

Residents can drop off unwanted medicines and old prescriptions at area law enforcement offices.
- Liquid medicines must be in the original container and sealed in a plastic bag.
- Do not dispose of medicines from a business.
- Sharps, needles, aerosol cans, infectious or bloody wastes, thermometers, or hydrogen peroxide are not accepted.

Republic Services offers a full range of service options and equipment to efficiently and economically meet your waste collection needs. Front-end loader containers work best for businesses that generate low-density waste materials that can be compacted, such as office waste and food products. We maintain an inventory of containers in a variety of sizes and offer flexible collection scheduling.
- Debris boxes, from 3 to 40 yards, are available for household remodeling, landscape projects, site clean-up, construction & demolition, and other projects.
- Rates for roll-offs vary depending upon box size and filled weight.

Bulk & Large Item Collection
Appliance, furniture, and other large item collection is available year-round for an additional fee.
Large items (not fitting in your trash cart) must be scheduled ahead of time. Make sure they are outside and visible to the driver on trash day for removal. These items include:
- Furniture: couch, chair, dresser, bed frame, mattress/box spring, etc.
- Appliances: refrigerator, dishwasher, hot water heater, etc. Appliances must be empty. After the items are collected, Freon is safely removed (if present) and appliances are recycled.
- Miscellaneous: bicycle, swing set, carpet/pad, grill, lawnmower, water softener, furnace, swamp cooler, etc.
- Recycling option: large metal items such as barbeque grills, swing sets, bicycles, and metal shelving can be recycled for free at the Meridian Transfer Station (open M-Sat from 8am-5pm, located at 2130 W Franklin Rd, Meridian, ID).

Star residents can get rid of bulky items and non-Freon appliances for free during one of the City's unlimited collection weeks:
Spring clean-up is the first full week of April each year.
Winter clean-up is the first full week after Christmas each year.
Garbage collection requirements:
- Trash and recycling must be set out by 7:00 am.
- All containers and recycling bins must be removed from the curbside within 24 hours.
- No hazardous materials, fluorescent light tubes, paint, or vehicle batteries are collected curbside.
- Make sure drivers have safe and clear access to containers.
- Do not set trash containers close to obstructions such as mailboxes, fire hydrants, parked cars, or utility poles.
- Do not block sidewalks.
- Do not overload containers or pack so tightly that trash is difficult to remove.
- Place wheeled cart at the curb with lid hinges pointing toward the house.
